Police Ethics complaint against the SPVM (Montreal Police) and SPVM Cpt. Fady Dagher.
This is not a complaint against the RCMP or any other related organisation mentioned.
The complaint has a few different complaint sections that are related to jurisdiction and injunctions.
I would like the QC Police Ethics to clearly mention radiological weapon terrorism, jurisdiction, and injunctions in its response. Not a response that is generic and ambiguous as several have been in the past.
Many past complaints regarding radiological weapon terrorism never mentioned jurisdiction and in some cases only mentioned another issue like Station audio and video files deleted, missing, no evidence and therefore closing the file.
SPVM, MCGILL UNIVERSITY, INJUNCTIONS
1] According to Hon. Arcand Superior Court Judge Injunction 2015-2016 she cannot force the police to take radiological weapon terrorism complaints per Police Law “Police Discretion”;
“Police Discretion” applies to allegations and fines such as Feb 8 2019 radiological weapon terrorism at Atwater Shopping Center next to Dawson College and Feb 16 2019 “Police Discretion” fine in front of Concordia University;
2] The Montreal Police, SPVM, have lied several times to the general population and I regarding required Injunctions for them to act regarding terrorism, trespassing, encampments, crimes, or crimes when it comes to McGill University and their request for SPVM to act;

3] There has been another act of radiological weapon terrorism following Econofitness Feb 1 2024 on July 8 2024 at a Walmart;
4] I did not report this July 8 2024 radiological weapon terrorism to the RCMP Terrorism Tip Line, RCMP HQ div C, or SPVM because there’s a lack of video evidence and because after Feb 1 2024 it seemed as if instead of writing Police Reports, taking the terrorism video evidence, and Public Safety counter-terrorism prevention awareness the RCMP were trying to use the SPVM Police to fabricate allegations of criminal mischief for reporting these acts of terrorism to the RCMP (“Police Discretion”?).
I had discussed this issue on Jan 9 2024 with someone who identified himself as an RCMP Police Officer of the National Security terrorism division along with the Aug 26 2023 radiological weapon terrorism at Complex-Dejardins who asked me to report these directly at the RCMP HQ, which would include an interrogation.
On Feb 1 2024 I was at the RCMP HQ, there was a discussion with visibly identified RCMP Police Officers Byrne, Elliot, and Ross that also include discussing the radiation detection tool but no interrogation that I’m aware of and given a contact number for RCMP Police Officer Greeki;
The discussions and contacts with RCMP Police Officer Greeki seemed to go well until .. several contradictions .. unclear .. and : Public Safety Minister issue of counter-terrorism, prevention, awareness .. ? I suspect RCMP Police Officer Greeki was not an RCMP Police Officer similar to RCMP Police Officer Cho 2019 who ceased to exist.
5] After many years and misinformation from the RCMP and SPVM from what I understand radiological weapon terrorism is RCMP National Security terrorism division jurisdiction; (QC Police Law “Police Discretion” applies to .. ?)

STOLEN VEHICLES AND JURISDICTION
6] Recently SPVM Cpt Dagher seems to have lied again to Aaron Rand, Brownstein, Chesterman, the general population and I regarding stolen vehicles. Many stolen vehicles are put on train tracks or sent to the Montreal port where they are sent to Brussels followed by the Middle East destination;
7] Apparently the train tracks, Montreal port, oceans, and Brussels are not part of his jurisdiction so he is unable to stop the car thefts like other city police. Toronto city police for example;
8] Do the SPVM and Cpt Dagher believe that they are politicians and can simply lie all the time to the general population and I regarding radiological and sonic weapon terrorism, injunctions “Police Discretion”, and jurisdiction issues?
9] Regarding radiological weapon terrorism, complaints against the RCMP, the Civilian RCMP Complaint Commission (CRCC) are also involved in ambiguity, misinformation, and corruption in my opinion;
10] According to NSIRA the CRCC have no complaint jurisdiction over the RCMP National Security terrorism division so the CRCC give a response that the complaint is vexatious, made in bad faith, trivial, frivolous without any explanation regarding their jurisdiction to handle the complaint, jurisdiction not mentioned again, which reminds me of the QC Police Ethics regarding acts of terrorism and the SPVM;
