Way back in the day most of these were hosted at a website called 2A03 that no longer exists - some of them are from very early chiptune competitions and some of them are from 2ch’s MCK threads one of the first places that MML based NES music started getting created. MCK was a tool used to develop NES music before things like Famitracker and other tools were created, MML files are sort of like code but for game music.
Maybe this era of the early 2000s was a golden era for NES music, because of the way that music has progressed now chiptunes tend to be more complicated and there are a million times more options for how to create them. These tunes are still sort of following the tradition of porting and make a cover within constraints - sometimes they will use for example Namco’s add-on soundchip for some extra sound channels but overall they are not pushing the limit as much as modern chiptunes often do.
