UK EMP Weapon - Cobra Mist ?

Did the UK have an EMP doomsday device pointing towards Germany and Scandinavia? The MOD and USAF claim Cobra Mist was an Over the Horizon Radar. Why did it only have coverage into western Germany, and Scandinavia. Both places already covered by radar from Fylingdales. Maybe, it was a NNEMP non nuclear EMP weapon to ZAP the USSR back into the stone age, if they invaded Germany or crossed into Finland. We present some compelling evidence about what the Orfordness Cobra Mist device might have been. Was it the worlds largest directed energy weapon ?
