Sub-Carpathian Hungarian documentary, 2019 (Summary of the Minority Monitor Research Project)
At the request of the Cultural Alliance of Hungarians in Sub-Carpathia, the Tivadar Lehoczky Social Sciences Research Center of the II. Ferenc Rákóczi Hungarian College of Sub-Carpathia, has been monitoring and documenting anti-Hungarian manifestations in Ukraine since 2014. Between 2014 and 2018, 426 cases of anti-Hungarian manifestation in Ukraine were recorded. The staff of TV21 made a film about the processes and atrocities of the five years between 2014 and 2018. The film “Anti-Hungarian Actions in Ukraine” perhaps nuances the picture of “innocent” Ukraine, most of all its ethnic policy. The work only deals with the atrocities committed against the Hungarians in Sub-Carpathia, it does not mention the Russian minority. It is worth noting that the film shows not only the activities of the Ukrainian state, but also the role of various far-right Ukrainian organizations.

On May 20, 2019, the documentary Anti-Hungarian Actions in Ukraine, commissioned by the Cultural Alliance of Hungarians in Sub-Carpathia (KMKSZ), was screened at the Urania National Film Theatre. In the film, the creators present the processes and anti-Hungarian atrocities of the last five years.
The material on which the documentary is based was prepared by the Tivadar Lehoczky Social Sciences Research Center of the II. Ferenc Rákóczi Hungarian College of Sub-Carpathia (II. RF KMF). Between 2014 and 2018, the institute documented nearly 426 anti-Hungarian cases. From the research data collected, the staff of TV21 Ungvár (Uzhgorod) made a documentary, which was already shown in the European Parliament in Brussels. Following the presentation in Budapest, those interested could take part in a roundtable discussion.
During the conversation, Péter Szilágyi, the Ministerial Commissioner for National Policy of the Prime Minister’s Office, highlighted the film: “It is an amazing process where anti-Hungarian manifestations have reached Ukraine in the last five years. Since 2010, Hungary has clearly stood up for the Hungarians of Sub-Carpathia. We are trying to raise this issue in every forum, and we do not plan to do otherwise in the future, ”the Ministerial Commissioner said. He also drew attention to the fact that Hungary had launched a “gesture policy” in 2014, which supported not only the Hungarians of Sub-Carpathia, but also the local majority society. According to Péter Szilágyi, the election of a new president will launch a new opportunity, and they hope that bilateral relations between Hungary and Ukraine will turn positive again. It is hoped that progress will be made in education and language use, and Ukraine will guarantee the rights of minorities.
Ildikó Orosz, the rector of the II. RF KMF, a scientific consultant of the Tivadar Lehoczky Social Sciences Research Center, said during the conversation that the Hungarians of Sub-Carpathia had not committed any acts against the state. However, from the direction of the media influenced by the central government in Kiev, it was said to the Ukrainian population that the Hungarian minority in Sub-Carpathia was a separatist. “We want Ukraine to guarantee our constitutional rights guaranteed by law, not to treat the situation with double standards. We, as citizens, want uniform treatment and rights. The Hungarians of Sub-Carpathia expect the Ukrainian leadership to comply with the legal framework”, the minority frontline member emphasized.
“It gives me a good feeling that they are not indifferent to the fate of the Hungarians in Sub-Carpathia here either,“ said József Barta, Vice-President of the KMKSZ, First Vice-Chairman of the Sub-Carpathian County Council. According to the politician, the survival of the Hungarians in Sub-Carpathia is due to the solidarity and support of the Hungarian government and the Hungarian people. In connection with the change of presidency in Ukraine, he expressed hope that the new president could bring some positives and perhaps the fate of the Hungarians in Sub-Carpathia could turn right. He added that the anti-Hungarian manifestations were generated by the resigning Ukrainian reigning political power, as the former leadership had an interest in dividing the Sub-Carpathian community. “The Ukrainian authorities wanted to destabilize Sub-Carpathian unity and wanted to incite ethnic conflict. We hope that the new Ukrainian president will give minorities in Ukraine back their rights. ”
