In the slums of Caracas, Venezuela there are places where the police don’t go. Here in the murder capital of the world armed leftist groups protect the people with their own brand of revolutionary justice. The “colectivos” have been hailed by some as modern-day Robin Hoods, and by others as violent thugs who rule the shanty towns with an eye for eye mentality and no regard for the law.
With unprecedented access to these controversial vigilantes, this award winning film chronicles seven turbulent years in the life of Alberto “Chino” Carias, a former guerrilla fighter and Tupamaro colectivo leader, who rose to prominence after Hugo Chavez became president of Venezuela. Once accused of robbing banks and killing cops, Chino sheds his outlaw reputation and embraced Chavez’s socialist revolution that promised to empower the country’s poor and redistribute the countries vast oil wealth. He becomes a public official under Chavez but never lays down his guns and soon becomes one of the most powerful and feared people in Caracas.
But after Chavez dies and Nicolas Maduro becomes president, Venezuela’s struggling economy collapses. Bloodshed threatens the lives of all Tupamaros and risks unraveling the very revolution they dedicated their lives to. In the absence of true law and order, Chino clings to his contradictory roles as saint and executioner.
