The occasion was election of chairman of government (that is prime minister, for those of you who don’t know). Putin and Medvedev were present, and basically the whole government. This is one of his funny speeches, and he makes everyone laugh again. At some point you can see Putin can barely hold his laugh. But, like always, calling things with their names. Troika – in USSR at some point, to put a person in prison, he was not undergoing a trial. Well, it was a trial, but there was 3 people sitting in front of you, usually NKVD officers, with folder of your case in their hands, and they were deciding everything. They could put you in prison if they didn’t liked your face or something. This was created during WW2, when there was no time for trials. But it continued for a while after, because it had gained momentum. Only later they fixed this system, and introduced fair trial. 2. Krasnaya Presnya – for some reason, there is no English WP page.
