NATO Secretary General Jens Stoltenberg has said Russian President Vladimir Putin is using “winter as a weapon of war“ against Ukraine. Speaking at a meeting of NATO foreign ministers in Romania, the secretary general said “Putin is failing in Ukraine“ and is responding with “brutality“ by attacking gas, electricity and water infrastructure across the country. The meeting will discuss NATO members increasing military and non-lethal aid, such as fuel and materials to help Ukrainians heading into the colder months.
