He then puts his hand into a container full of (presumably) small pieces of paper. He pulls out a piece of paper and hands it to a man in uniform. He opens out the paper. “Vice-President Marshall, Secretary Daniels and other high officials drew numbers which kept the endless line marching.“ Another official is blindfolded and he picks out a piece of paper.
