There’s a doctor disguise you can acquire to walk right into the radio room. There’s a worker disguise you can use to carry a crate into the tower. The same worker disguise will allow you access to a locked warehouse room next to the doctor’s office. Lastly, there’s even a permit for entering the tower in the officer’s wing behind the locked doors. Because all of these options exist and knocking out a civilian is a... massive boost to your aggression stat I had to pick the route I did to maintain Wolfhound rating.
