Rahm Emanuel said on October 30, 2023, that the initial bulk purchase of scallops will eventually be expanded to all types of Japanese seafood. The initiative is in response to China’s blanket ban on Japanese seafood after Tokyo started releasing treated waste water from the crippled Fukushima nuclear plant into the sea in August. Emanuel described the move as “aid and assistance” to “wear out China’s economic coercion”.
