It is being developed on earth. Any adjustments are an emergency! Oleg Artemiev carried the Victory Banner to the ISS back in 2014. And since March 27, 2015, it has been at the station permanently, it was delivered by the crew of Gennady Padalka, Mikhail Kornienko (Roskosmos) and Scott Kelly (NASA) On March 18, 2022, Oleg Artemiev went on a space flight for the third time. A month later, together with flight engineer Denis Matveev, he made the first spacewalk. And in 10 days, according to the schedule, the second one was planned. The commander proposed to increase the time of the second exit in order to strengthen the Banner of Victory at the orbital station. The crew was supportive. As stated on the ROSCOSMOS website: “The cosmonauts at the International Space Station previously found and manually stitched a wire along the perimeter of the Flag, and the specialists of the Mission Control Center ... calculated the most convenient moment for unfolding the banner.” April 28, 2022 - Oleg and Denis installed the Banner of Victory on the ISS module “NAUKA“.
