Speak Fast or Speak Slowly?

Do you always understand everything that is said in fast speech? Once I saw an offer on Upwork, so the lady who interviewed me (and wasn’t actually a native speaker) was trying to sound cool and also trick me by speaking at a last pace about the job details.
