Putin blames radical Islamists for Moscow concert hall attack but claims it is part of Ukraine’s attacks on Russia
Vladimir Putin, the Russian president, said that the Moscow concert hall attack is “part of Kyiv regime’s attacks on Russia”, Reuters reported. In remarks made on Monday, Putin conceded that the attacks were committed by Islamic State, but added that officials do not know “who ordered it”.
“We’re interested in who benefits from it,” Putin said, adding that the attack is an “act of intimidation”.

Russian President Vladimir Putin said on March 23 that additional security measures have been imposed throughout the country and suggested that Ukraine was linked to the attack on a concert hall on the outskirts of Moscow that killed 133 people.
“All the executors, planners and those who ordered this crime will be rightfully and inevitably punished, whoever they are and whoever ordered them. Let me repeat: we will identify and punish everyone who stood behind the terrorists, who prepared this attack against Russia, against our people.“
In a televised address to the nation, Putin said: “I am speaking to you today in connection with the bloody, barbaric terrorist act, the victims of which were dozens of innocent, peaceful people. ... I declare 24 March a day of national mourning.“
A Moscow terror attack that left 115 dead and injured dozens may see the Russian president respond with “extreme violence“.
Vladimir Putin has confirmed additional security measures will be imposed across Russia, following the Crocus City Hall massacre. IS has since claimed responsibility for the attack which saw camouflaged gunmen enter the hall and open fire.
But Putin’s actions in previous times of Russian tragedy may be an indicator as to how Putin will respond – and how long it may take. The Russian president has since threatened “oblivion“ for the terrorists behind the Moscow attack.
