Full title reads: “Dublin. President De Valera. Reviews Free State Forces in Phoenix Park after manoeuvres.“ Dublin, Eire, Southern Ireland, Republic of Ireland. Irish President Eamon De Valera rides onto field on horseback. He is accompanied by officers of the Irish Free State Army. Everyone is wearing rain capes due to a down pour.
