Russian President Vladimir Putin arrived in the United Arab Emirates on December 6, as Dubai hosts the United Nations’ COP28 climate talks. The Russian leader landed in Abu Dhabi hoping to shore up support in the Middle East from two major oil producers allied to the US as his war on Ukraine grinds on. The trip to the Middle East marks Putin’s first visit to the region since before the COVID-19 pandemic and the war.
