To prove the falsification of the disease for the sake of obtaining a “white ticket“, it is necessary, at a minimum, to force the “white ticket“ to undergo a second medical examination. Concerning those who went abroad, this is unrealistic - they, of course, will not return to Ukraine during the war. Theoretically, it is possible to declare suspicion to them if the doctors themselves or the military commissars suddenly admit that they gave them certificates of unfitness for money service. But it is impossible to imagine why doctors and military commissars would confess to committing a crime, which, otherwise, no one would ever know about (after all, the deviationist left the country and will not undergo a second commission). Therefore, there are chances to prove the falsification of the disease only with persons who remained on the territory of Ukraine. But among the “white-ticket“ dodgers, there is a meager percentage of those. 2. If we assume that the authorities will not bother looking for evidence of someone’s guilt and will simply give the command to initiate criminal cases and declare suspicions totally (or on a random basis) to “white tickets” who left the country after February 24, 2022, then the probability of their extradition even from states allied to Ukraine will be close to zero. The most obvious action that men who have left the country can take is to apply for refugee status (what is often referred to in Ukraine as “political asylum”). They will not be able to extradite them while the appeal is being considered. It can be assumed that, faced with a stream of such applications, the EU countries will instruct their structures to refuse applications. But people will be able to appeal the refusal in courts, which in Europe drag on for a very long time.
