The source material for the film was the well-respected book “Tough-Minded Management“, by Joe D. Batten. The film dramatizes Batten’s principles of supervision, including “positive listening“, assessment of non-verbal communication or kinesics, and basic human psychology. Batten applies these principles within the context of a police department. This film was produced and directed by Arthur Bauer and written by Vivian Eivain. It was produced by BBHS Creative Services Division of Batten, Batten, Hudson, and Swab, Inc. and made with the collaboration of the Nebraska Police Department.
