Authorities are racing to contain an oil spill that’s inundating Manila, the capital of the Philippines. A tanker capsized in Manila Bay due to precarious sea conditions caused by Typhoon Gaemi. The storm has triggered floods and mudslides across the archipelago, killing at least 20 people and injuring hundreds more.
