L/S of vast crowds surrounding large statue of Queen Victoria and a Union Jack flag. They are observing a minutes silence in memory of those who died in World War One. L/S of crowds outside Birmingham Town Hall, including troop of firemen. A party of dignitaries watch from balcony on Hall. A policemen in front of the Hall appears to faint, he is carried off by his colleagues. More shots dignitaries with wreaths.
