Mother of 3 day old pup angry at mother of 13 day old pup for getting too close

The mothers were always arguing Atlantic Grey Seals - Halichoerus grypus Since 2017 a seal colony has started using a beach close to where I live. I’m doing my best to get the seals more protection and permanent signs asking people to not go close, especially during pupping season and moulting season. Every year more baby seals are born and numbers of seals hauled out is growing.
