Animal Cruelty, Rubber Band around Tail

This little puppy was found roaming around the streets and her tail looked kind of funny. She was brought to me and we immediately could smell her rotting tail. Someone wrapped a rubber band tightly around it, likely in a cruel attempt to cut her tail shorter.
